The way to route the rope thru them is while holding it mostly horizontally with the bend pointing up, thread the rope up thru one hole, back down thru the second, run the rope up to the tent pole (or such), then back to the second hole and tie a knot. If the rope you're using is big enough that it's hard to have it go thru a hole a second time, then skip the "back down thru the second" step in that process and it will still likely hold
