Note that this is a chronograph watch. There is no perpetual "second hand" but rather a chronograph hand which is activated by the side buttons. These side buttons are locked by default to prevent accidental pushes while running the chronograph time. To unlock these button, simply turn them anticlockwise to release them. To lock them again, push the button in and turn it clockwise until it is secure.
